Under the GRC Programme - the NGO would be groomed
to promote other Community Based Organizations (CBOs)
and become a Resource NGO in the area.
Each GRC would be able to promote and build 10 CBOs
under its fold in the first three years. GRCs would
also be building up its capacities simultaneously by
experience and also by external training inputs and
credit linkages. Thus 100 CBOs would be formed in three
years. Each CBO under the GRC would benefit 20-25 household
annually by providing them livelihoods. Thus by the
year 2010, 2500-3000 household would be benefited.

Youth
Volunteer Programme: This is a professionally managed
volunteer programme which entails support to young
college going boys and girls, so that they may be
initiated into the social development sector. The
three year programme is chalked out with the motive
of providing professional on the job training. |

Fellowship
Programme: Under this programme socially motivated
individuals are provided start up support till these
are able to give shape to a vision. The support
could be given for any activity fostering community
action and promoting livelihood |
A Rural Innovation Fund has
been created in RGVN in July 2006 to be used for the
support of research and prototypes made from indigenous
and other material that would upgrade rural technology
and contribute to betterment of livelihoods of the poor.
Small amounts of grants would be given for such innovations.
An amount of Rs 5 lakh has been earmarked for the fund
initially.
RGVN felt the necessity of creating such a Fund as RGVN's
existing programmes do not have this scope It has been
experienced that many rural and urban youth have not
been able to come up with such prototypes due to lack
of support. Given RGVN's immense outreach, such a Fund
would enable many young women and men to give shape
to a vision. The impact of such innovations can be tremendous
and small amounts of grants, given for the purpose,
can definitely bring about a change in rural technology.
It is felt that RGVN's financial support to such innovators,
as also assistance in the patenting of such products
would also help in bringing such women and men to the
fore.
The Committee decides upon the quantum
of financial assistance to be rendered, on a case-to-case
basis, but not exceeding Rs. 30,000/- per project.
Located at the Head Office, the Centre
provides counseling to youth on how NGOs can be promoted
and developed. RGVN had informally been functioning
as a facilitation centre for NGOs and young boys and
girls would often ask for information on how one could
offer one's volunteer services or start an NGO working
for the upliftment of the poor. It was also noted that
many of these young persons would often be misled. In
response to this the Centre was set up. The Centre provides
information and guidance on how NGOs could be initiated
and promoted, where they could assistance for training
etc. It assists people's groups to register a society,
formulate projects and write proposals. For quick registration
a liaison has been established between the registration
office and the RGVN Facilitation Centre.
RGVN NER has been
implementing a special livelihood programme for the
urban poor namely Livelihood Programme for Urban Poor
(LPUP) in association with the District Urban Development
Agency (DUDA) Kamrup - Metro since 2004-05. Under the
programme RGVN NER is providing financial support to
poor entrepreneurs from Guwahati Municipal Corporation
area which are organized under SHG The financing pattern
is as follows: out of the total project cost, 80% is
returnable grant (RG), 15% is non returnable grant (NRG)
and remaining 5% has to be invested by the beneficiaries
themselves. The programme is a pilot programme and a
special Advisory Committee -LPUP (AC-LPUP) is looking
after the programme. During the financial year Rs. 15.64
is disbursed during 2006-07.
UMaSS was promoted
in the year 2004 and registered under Orissa Self Help
Cooperative act 2001. Being the promoter of the Cooperative,
RGVN has taken up the crucial responsibility of strengthening
the operational and financial system, developing proper
business plan, strengthening the management process
and establishing good governance for growth and sustainability
of the same. RGVN has extended all possible support
in the shape of loan and operating grant to UMaSS, in
addition to the CEO of the COOP, who is RGVN staff .
With continuous support and handholding by RGVN, UMaSS
has been able to show reasonable growth and is rapidly
strengthening its operation and presence in the state
of Orissa as a purely people owned and people managed
Institution.
